The 13th plenary session of the 10th Committee of Shanghai recently reviewed the“Shanghai Master Plan (2016-2040) (Draft for Review)”and proposed the concept of“Central Active Zone”(CAZ).From "CBD (Central Business District)" to "CAZ (Central Activity Zone)", it means that the reconstruction of spatial layout and functions, which is an extension of quality and connotation. In addition to inheriting the main functions of the business and commercial function of CBD, the importance of cultural and tourism facilities, international institutions and their activities to the central areas of the city are emphasized further. With more open, inclusive and diverse features, it is in line with the progress of human caring development and the innovative gene that breeds the vitality of the city.

According to the planning, the whole district of  Huangpu  is  located  in  CAZ, which includes the Bund, People's Square, Nanjing Road, Huaihai Middle Road, Xizang Middle Road, Yu Garden, Expo  Area,  and  other  areas.  The  relatively single functions areas of finance, creative  industries,  culture,  and  tourism  will be integrated and complemented mutually in Huangpu District.

“One Belt with Four Groups”  Planning: One belt of Financial cluster on the Bund, Functional group of Nanjing Road-People's Square, Functional group of Yu Garden-Old City Area, Functional group of Huaihai Road-Xintiandi, Functional group of Dapuqiao- Expo West Park. 

"One belt of financial cluster on the Bund" is the focus of CAZ, which is positioned as a decision-making center of the financial market in the area of the Bund and Lujiazui. Area of "Nanjing road - people's Square" is a public cultural and business district that strengthens public activities, artistic performances, museum exhibits, cultural exchanges, business, and other functions. Area of "Yu Garden-old City Area" is an important spatial carrier that inherits the traditional culture of Shanghai in a more complete and unique style. Area of "Huaihai Road-Xintiandi" is an international high-end business district and a comprehensive business district. Area of "Dapu Qiao- Expo West Park" is an important part of the comprehensive business district and the world-class waterfront area.
